Carver Conservation Commission Approves Negative Determination for Legacy Stables Manure Relocation

CARVER — November 19, 2025 — Carver Conservation Commission unanimously issued a negative determination Wednesday for a manure storage relocation at a horse stable adjacent to the Weweantic River. The commission found that the proposed 40-by-20-foot stockpile area at 4 East Street, filed by Legacy Stable LLC, falls outside both the 65-foot local no-disturb buffer and the 100-foot state wetland buffer, and does not require a Notice of Intent under the Massachusetts Wetlands Protection Act. Engineer Bill Madden of GAF Engineering presented the plan, which includes silt fencing, paddock fencing to keep horses away from the storage area, and a plugged drain pipe. Conditions attached to the determination require the property owner to install permanent wetland boundary markers on posts at approximately 50-foot intervals along the 65-foot buffer, level remaining composted material near the river, and seed the area in spring. The commission separately reported that its conservation land acquisition fund holds $322,962.88 — roughly $77,000 short of the $400,000 asking price for a 13-acre cranberry bog on Cranberry Road currently being removed from Chapter 61A agricultural tax status, with the Select Board set to vote on the town's right of first refusal on approximately December 2.
