Carver conservation board approves floating solar, stalls a driveway over buffer loss. The Conservation Commission voted unanimously to approve a floating photovoltaic array on a 21.7-acre agricultural reservoir off Golden Pond Road, presented by engineer Stacy Minahan of New Leaf Energy for Golden Pond Solar 1, LLC. Chair Savery Moore separately told applicant Constantine Paganis the board had been "misled" in May about housing plans for his 130 North Main Street parcel, where a proposed permanent driveway and culvert would eliminate nearly 15,000 square feet of protected buffer against roughly 11,000 square feet of restoration elsewhere.

Paganis, who said he pays $60,000 a year in taxes on the undeveloped land, denied misleading the board and is now exploring a shared driveway with a neighboring property. That hearing was continued to September 16. Resident Judy Richards urged chemical testing of the solar array's water.

The commission also continued a Tremont Street solar hearing to October 7 and withheld a Certificate of Compliance at 86 High Street pending a corrected well survey.
