Carver Panel Approves Compliance Despite Buffer Violation

Carver conservation panel clears compliance for a well built inside a wetlands buffer, but warns against a repeat. Acting Co-Chair Carl Miller, elected to run Tuesday's meeting in Chair Savery Moore's absence, said the commission could not recall ever denying a well in its 100-foot buffer zone but cautioned "we're setting a precedent." Conservation Agent Olivia recommended approval with a file note on the deviation after the property's representative, Joe Memel, said the second well at 86 High Street, DEP # SE126-692, was drilled roughly nine feet into the buffer during earlier construction, undetected until an updated as-built survey. The commission voted unanimously to issue the certificate of compliance while telling Memel any well planned for a second duplex on the same lot must be cleared with the conservation office first.
Members also approved September 2 minutes and heard that a fiscal 2028 budget request is due to the town October 9.
