Carver panel rejects Rochester Road duplex plan
Carver's Conservation Commission voted 0-5-0 to reject a duplex conversion at 19 Rochester Road over wetland buffer concerns.
Conservation · Meeting of August 19, 2026
Carver's Conservation Commission voted 0-5-0 to reject a duplex conversion at 19 Rochester Road over wetland buffer concerns. Chairman Savery Moore said the board had already been "quite generous" approving the lot's original single-family driveway and called the duplex's wider 22-foot driveway and fire truck turnaround "too much disturbance." Deputy Fire Department Officer Jesse Boyle testified the turnaround was required because "this house has two kitchens in it," increasing fire risk under a multi-family classification. Member Karl Miller moved to approve; all five members voted no.
Separately, the commission unanimously approved a certificate of compliance for a solar array at 72 Center Street, forwarded warrant article language creating alternate commission member seats to the Select Board, and voted unanimously to continue a contested hearing on Federal Pond Solar's roughly 22-acre project at 104 Tremont Street to October 7, pending peer-review comments from Fuss & O'Neill and a pending Planning Board review.
