Conservation board holds line on buffer road plan
Carver's Conservation Commission held the line on a wetland buffer bylaw, continuing a contested roadway hearing rather than allow 13,815 square feet of encroachment.
Conservation · Meeting of October 7, 2026
Carver's Conservation Commission held the line on a wetland buffer bylaw, continuing a contested roadway hearing rather than allow 13,815 square feet of encroachment. Commissioners told Constantine Paganis's project team that neither an on-site upland offset nor the project's economics qualified as the "hardship" needed to breach the town's 65-foot no-touch buffer, one member warning "the next person's going to cite our decision." The board asked the applicant to study a pier-supported bridge instead of an embanked road and continued the hearing to October 21. The commission also continued a Rochester Road well application and a Tremont Street solar hearing, reviewed a Center Street forest cutting plan, and backed Conservation Agent Olivia Prior's fiscal 2028 budget, raising the training line from $1,000 to $1,500 and dues from $500 to $745.
