Carver Conservation Commission Continues Solar Hearing on Active Cranberry Bog to January

CARVER — December 3, 2025 — Carver Conservation Commission opens first solar hearing under updated cranberry bog bylaw. The commission took up a notice of intent from Stone Street Solar, LLC, to build an approximately five-megawatt ground-mounted solar array on roughly six acres of active cranberry bog at Zero Fuller Street — the first such application since Carver amended its wetlands bylaw to classify all cranberry bogs as jurisdictional resource areas regardless of their upland or wetland origins. Conservation Agent Emil Iantosca and applicant consultant Sarah Stearns of Beals and Thomas acknowledged the bylaw provides no performance standards for work conducted within the bog boundary itself, creating uncharted regulatory territory. "I hate to be the guinea pig, but I'm happy to have this conversation," Stearns told the board. Members raised concerns about vegetation management beneath the panels, equipment pad siting within the bog, utility pole placement near a wetland edge, and precedent for future applications. The hearing was continued unanimously to January 7, 2026, with DEP file number SE126-701 assigned. In a separate discussion, the chair briefed the commission on a forthcoming Massachusetts DOER solar permitting overhaul that would impose a unified statewide application, a scoring system for project impacts, and a 12-month municipal decision clock — after which projects receive automatic approval — with full statewide compliance required by January 1, 2027.
