CARVER — December 16, 2025 — Carver Select Board sets April 7 town meeting date and flags $3 million health insurance deficit. At its December 16 meeting, the board voted unanimously to open the annual town meeting warrant immediately and close it January 21, 2026 at 4 p.m., with town meeting set for April 7 and April 9 at 6:30 p.m. Town Administrator Glenn Cannon separately disclosed that the town's Gateway health insurance group is projecting a deficit of approximately $3 million by June 30, saying employees "have their health care bills not being paid right now" and that he would seek a warrant article to address the gap using pilot program revenue or free cash. The board also unanimously granted the restaurant Three Sips a temporary common victualler, liquor, and entertainment license through March 17, 2026, directing the owner to return with a plan for a more permanent fence around the outdoor beer garden. A Class 2 used car license hearing for Carver Gas Corp. at 249 Tremont Street was continued to January 6, 2026 after Building Commissioner Rod Palmer raised zoning concerns about vehicle storage in the property's rear vegetated area. The board voted unanimously to hold all committee stipends flat, with Cannon citing a "fairly tough year" financially.
