Carver Select Board Sets December Special Town Meeting for 40R Zoning Vote

Select Board · Meeting of July 7, 2026

Carver Select Board sets December 1 special town meeting and approves police lieutenant conversion. The board voted unanimously Tuesday to hold the special town meeting at 6:30 p.m. at the middle-high school, with the warrant opening immediately and closing October 7 at 4:00 p.m.; the primary article is expected to be a 40R smart-growth zoning overlay required for MBTA Communities Act compliance, with Town Counsel Greg Corbo confirming the date falls outside the state's 90-day review window. The board also ratified a Police Union memorandum of agreement with NEPBA Local 89 converting an existing administrative sergeant slot to an administrative lieutenant, a position the police chief described as "not about adding another ranking officer" but about succession planning and command continuity.

In a joint session with the Finance Committee, Finance Director Karen Preval secured unanimous approval of six end-of-year transfers totaling more than $128,000, including $80,000 from the Finance Committee reserve fund to cover legal costs driven largely by the Gateway Health Group matter, and $35,145 to cover state-mandated PFAS testing newly added by DEP to the town's landfill monitoring contract. The board accepted a POW-MIA missing man table and chair donated at no cost by Rolling Thunder Inc., Massachusetts Chapter 2, for permanent display in Town Hall, with a ceremony planned around September 18.
