Carver board revotes school solar deal after minutes gap

Select Board · Meeting of September 8, 2026

Carver Select Board revotes a school solar deal and rewrites a tax growth goal. Members unanimously approved, then had to re-approve, a 20-year Energy Credit Purchase Agreement with Kearsarge Energy after minutes failed to record the first vote; officials estimate $54,500 in annual savings for Carver Public Schools, over $1 million over the contract term, pending a town meeting warrant article targeted for December 1. The board also revised Town Administrator Cannon's fiscal 2027 goal, dropping a hard 10 percent commercial tax base target in favor of a working group tasked to "develop and present a plan that facilitate the process and increase the commercial tax base by a target of 10 percent," per Vice Chair Dan Ryan's motion.

Board member John Cotter said Carver has a reputation for being difficult on commercial applicants. The board also approved a revised contract for Fire Chief Eric Germaine, appointed Christopher Creed to the Cultural Council, and named Senior Town Accountant Jasmine Benfeito to the Capital Funding Committee, all unanimously.
