Carver Select Board Interviews Three Police Chief Candidates in Public Session

CARVER — August 19, 2025 — Carver Select Board publicly interviews three internal police chief candidates and unanimously refers four zoning articles to the Planning Board. The board heard Tuesday from Sergeant Matthew Rayner, Sergeant William Kelly, and Sergeant Brian Berrio — all current department members — in sequential public sessions following a presentation by assessment consultant Mr. Stevens of Public Safety Consultants, who said one candidate scored in the "higher well-qualified" range and two in the "lower well-qualified" range on a scoring scale where 80 to 89 is well-qualified and 90 to 100 is superior. A vote on the appointment is expected at the September 2 meeting. All three candidates identified the imminent loss of more than 130 years of combined departmental experience as their central challenge and each proposed reviving the Citizens Police Academy and reinstating a mental health clinician position. The board also voted unanimously four separate times to refer zoning articles — covering MBTA Communities Act compliance, accessory dwelling unit corrections required by the Attorney General's July 30 conditional approval, a Green Business Park earth-removal amendment, and a Jellystone Park rezoning petition — to the Planning Board for required public hearings ahead of the October 7 Special Town Meeting.
