Carver Conservation Commission Approves Solar Projects at Wareham Street and Tremont Street

CARVER — March 4, 2026 — Carver Conservation Commission approves two solar project permits over wetlands alteration objections. The commission voted 4-1 Wednesday to approve notices of intent for solar arrays at Zero Wareham Street Site 2, a 31.3-acre ground-mounted project, and 73 Tremont Street, a dual-use floating and canopy solar project on active cranberry bog land, with companion variance approvals for limited work within the 65-foot no-build zone at both sites. Community Land and Water Coalition attorney Meg Sheehan and wetland scientist Brandon Fanof presented extensive aerial and LiDAR analysis alleging that prior bog renovations on both properties had improperly filled more than 70 acres of bordering vegetated wetland and 61 acres of bordering land subject to flooding, arguing the commission would be "making your decision based on false information." The commission chair responded that an accepted delineation had been filed with the 73 Tremont Street notice of intent, that applicants had addressed all jurisdiction-specific concerns from prior hearings, and that broader alleged violations on the Waquinock River watershed were outside the commission's purview for these specific filings. A separate enforcement hearing on AD Makepeace bog renovation work at Zero Golden Pond Road was continued indefinitely, with three feet of snow blocking both a required site visit and wetlands delineation; Makepeace confirmed in writing it has stopped all work in compliance with a January enforcement order.
