Carver Select Board Ratifies Fire Chief, Restricts Brewery to Indoor Use Only

CARVER — April 21, 2026 — Carver Select Board ratifies new fire chief, appoints two officers, and restricts brewery licenses to indoor use. The board unanimously ratified the contract of Eric Germain as the town's next fire chief, effective September 28, 2026, replacing outgoing Chief Weston. Police Chief Matt Rayner presented two lateral-transfer officers — Algements Harrell, a 13-year New Bedford Police veteran and Army Reserve Chief Warrant Officer, and Rudy Helbach, an 11-year Cohasset Police veteran — both unanimously appointed; Rayner confirmed a fraternization policy is being developed following questions about Harrell's wife, Officer Krista Harrell, already serving in the department. Three Sips Brewing at 145 South Main Street had its all-alcoholic-beverage, common victualer, and entertainment licenses unanimously approved for indoor use only after Alternate Building Inspector Gil Banoan told the board the outdoor beer garden fence is roughly 30 percent complete and that he "would not" have his own children in the space; the outdoor public hearing was continued to May 5.
