Carver ERC Authorizes Phase 3 Entry at Tremont Street Bog, Continues Reservoir Hearing

Carver Earth Removal Committee advances cranberry reservoir application to July with a $265,880 performance bond and unresolved traffic concerns. The committee voted unanimously at its June 16 meeting to continue the public hearing on Edgar Realty LLC's proposal to excavate 430,000 cubic yards at Zero Mayflower Road for a 6.58-acre irrigation reservoir, after peer review engineer Pat Brennan of PGB Engineering presented a June 11 letter calling for revised slopes, a dewatering plan, five groundwater monitoring wells, and the bond figure derived from MassDOT District 5 prevailing-wage bid prices. Community Land and Water Coalition representative Catherine Harrelson asked the committee to require a hydrologic budget before the permit issues and warned that the project would bring the combined daily truck count on the Tremont Street corridor to at least 240 when added to the already-permitted 104 Tremont Street operation and ongoing solar construction at 73 Tremont Street.

The committee also voted 6-0 to allow contractor Mike Diamond to enter Phase 3 of the EJ Pontiff cranberry bog project at 104 Tremont Street following a May 29 Superior Court ruling denying a citizens' preliminary injunction, conditioned on GPS-staked boundary markers and continued dust mitigation.
