Carver RDA Defers Vote on New Legal Counsel to August After Member Absent

CARVER -- June 9, 2026, Carver Redevelopment Authority defers all substantive action to August as quorum falls short. Meeting June 9, the two-plus-one-member body could not vote on any agenda item after member Roger failed to appear, delayed by Boston traffic. The authority held over approval of minutes from its March 10 and May 12 meetings, a public comment policy revision addressing appellants' speaking rights, and a decision on engaging attorney Robert Galt, Esq. to replace retiring 15-year counsel Kathleen O'Donnell. A July 3 tax-incentive deadline for installing a 3-to-5 megawatt solar array at the Green Business Park will pass without action before the RDA's next meeting, member Savory noted flatly, "That's three weeks away. That's not going to happen." A separate unresolved matter from 2022, $3,750 in eminent domain compensation owed to seven heirs of a redevelopment parcel, with only two having signed releases, was also left pending, with the chair to consult O'Donnell on disposition of the unclaimed shares.
