Carver CPC Reviews $3.6 Million in Reserves, Gets CPA Education from Statewide Expert

Carver's Community Preservation Committee convened a special educational session June 30 to deepen the committee's and town officials' understanding of CPA rules and spending strategy. Finance Director Karen Preval organized the meeting alongside CPC Chair Robert Bentley, who reported the committee holds $671,347 in historic preservation reserves, $789,631 in affordable housing reserves, and $2,109,526 in unrestricted funds — a combined $3.6 million — out of roughly $11.6 million appropriated in CPA projects since 2007. Stuart Saginor, executive director of the Community Preservation Coalition, delivered an interactive presentation covering the state trust fund matching system, the Department of Revenue allowable uses chart, and the Anti-Aid Amendment's constraints on grants to private organizations.

On Carver's 3 percent surcharge, the town's most recent state match came to approximately 29.3 percent — nearly double the 16.9 percent base rate received by lower-surcharge communities. Saginor warned the committee directly that its $789,631 housing reserve is accumulating without a deployment plan, saying, "rather than just sitting back and letting that reserve account build up, you really want to dedicate a couple meetings to how we're going to get into this housing issue."
