Carver Redevelopment Authority Plans Vote to Allow Ground-Mounted Solar at Business Park

CARVER — November 18, 2025 — Carver Redevelopment Authority eyes Urban Renewal Plan amendment to allow ground-mounted solar at stalled Route 58 business park. Developer George McLaughlin, participating by phone as a representative of Route 44 LLC, told the board Tuesday that the Green Business Park — envisioned at roughly 1.8 million square feet of commercial and industrial space — remains completely stalled because the North Carver Water District's wells are inoperable and the special legislation needed to transfer the district to town control has not yet passed the state legislature. McLaughlin said letters of intent from prospective tenants have expired and those parties have since bought land in Middleborough. He asked the board to amend its design criteria under the Urban Renewal Plan to permit a three- to five-megawatt ground-mounted solar array on 10 to 20 non-buildable acres near the property's PFAS cap, noting a July 3, 2026, federal tax incentive deadline for racking installation. The board determined the change requires only a board vote and scheduled a follow-up meeting for December 2 to take the action. The board also voted unanimously to transfer $500 from its money market account — balance $48,494.20 — into a checking account holding just $113.02, after a check to the board secretary bounced for insufficient funds.
