CARVER -- November 4, 2025, Carver Earth Removal Committee continues unpermitted-dig hearing after conflict-of-interest demand. The committee unanimously continued an after-the-fact earth removal hearing for ADGA Realty LLC to December 2, after legal counsel determined that truckload logs submitted by the applicant, showing 8,090 cubic yards removed from Zero Fuller Street over 19 days in spring 2025, lacked verified signatures and cannot support a permit decision or fine calculation without sworn affidavits from ADGA and hauler G. Lopez Construction. Committee Chair Paul Hanula recused himself from the ADGA items after the Community Land and Water Coalition of Plymouth submitted a letter November 2 alleging that G. Lopez has an ongoing trucking relationship with Hanula's own Carver site. The committee discussed a potential fine of $1,900, $100 per day for 19 days of unpermitted activity, plus a tolling fee of 40 cents per cubic yard. A second ADGA application, for a new multi-phase permit at Zero Mayflower Road potentially involving close to a half-million cubic yards, was also continued to December 2, pending revised phasing plans and a peer review by engineering firm Fuss and O'Neill; member Roger Ward stated publicly he could not support routing up to 50 loaded truck trips daily along Mayflower Road given proximity to residential areas.
