CARVER — January 13, 2026 — Carver Redevelopment Authority finds Green Business Park at a full standstill as Land Court appeal and water district fight drag on. Meeting on January 13, Chair Joanna Layton read aloud November 2025 minutes from developer George McLaughlin of Route 44 LLC, who told the board his definitive subdivision approval is under appeal at Land Court — with a ruling possibly by March 2026 — and that the project is "dead in the water" without a functioning North Carver Water District, which holds a 100,000-gallon-per-day permit but cannot operate its plant without $300,000 to $500,000 in repairs. Pending state legislation to dissolve the district and transfer control to the Carver Select Board has no scheduled vote. Seven Plympton residents attended to object to McLaughlin's plan to remove up to 480,000 cubic yards of soil near their wells, citing existing PFAS contamination along the Carver-Plympton border.
