Carver Earth Removal Committee Opens Compliance Review of AD Makepeace Sand Operation

CARVER — January 6, 2026 — Carver Earth Removal Committee flags possible permit violation at AD Makepeace sand and gravel operation on Federal Road. At the January 6 meeting, Town Counsel Amy Quessel told the four-member board that the 2020 permit for the 59 Federal Road site operated by AD Makepeace Company appears to authorize excavation only in Areas A and 1 of the site plan, while the company has been digging into Areas 2 and 3 — potentially without valid authorization. Three conflicting cubic-yardage figures span the permit record: 1,139,800 cubic yards in the order of conditions, 4,045,500 in the original application, and approximately 4,160,400 on a revised June 2020 plan set. Quessel outlined three options for the board: allow digging to continue, issue a cease-and-desist, or require the applicant to produce reconciled documentation before February 17. Company representative Mike McVeigh acknowledged the company will not complete all four planned cranberry bog sections before the permit expires August 12, 2027, saying the first bog requires nine more months of work and the second ten months after that — leaving two sections unbuilt at expiration. The committee voted 4-0 to continue the matter to February 17, with a site inspection scheduled for January 17 at 8 a.m., and directed AD Makepeace to deliver plan sets and approval documentation to town hall by week's end.
