Carver Earth Removal Committee Schedules April 18 Inspection, Presses Permit Closures

CARVER -- April 7, 2026, Carver's Earth Removal Committee pressed multiple permit holders toward formal closures and scheduled a multi-site April 18 inspection at its April 7 meeting. The six-member board, welcoming newly sworn-in member Mike Wainio, voted 6-0 to approve a $363 operations and maintenance expenditure for cold-patch pothole repair and directed staff to notify permit holder Eric Pontiff that his 2021 Cedar Meadow earth-removal permit off Ward Street has expired by operation of law with no work ever performed. Agent Rob Pike cleared a Zero Meadow Street enforcement complaint, concluding that lift-pump installation for an agricultural water supply is exempt from permitting, and confirmed that debris at 104 Tremont Street was remediated by operator Mike Diamond within 24 hours of notification. Diamond then asked the board to allow him to open one to two acres of phase three at 104 Tremont while roughly 100,000 cubic yards remain in phase two; the board declined to skip its standard site-visit process and scheduled an 8 a.m. inspection for April 18, to be followed at 9 a.m. by a closeout review of Van Johnson's Permit 58 tailwater-recovery pond, which engineer Bill Madden's as-built shows came in at approximately 348,000 cubic yards removed, below the originally permitted volume and about one acre smaller in surface area than designed.
