Carver Committee Confirms Earth Removal Article for October Special Town Meeting
CARVER — September 9, 2025 — Carver's Green Business Park committee confirmed an Earth Removal article will go before voters at the October 7 special town meeting, but the 10-minute session exposed an unresolved legal question that could shape the vote's outcome. Presiding member Joanna Leighton and two colleagues — identified as Dave and Savory — discussed whether the site's Final Environmental Impact Report, approved before the park expanded from roughly 205 acres to more than 300 acres, still governs how removed earth must be handled on the property. A hill on the expanded parcel holds an estimated 48,000 cubic yards of sand, and members acknowledged the FEIR's apparent requirement to reuse all removed earth on-site "can't" be met at that volume. A $500,000 water remediation grant connected to Article 5 went unaddressed after expected presenters Bob Bellman and George McLaughlin were absent. The committee named Jim Elliman as its representative to the Economic Development Committee and scheduled its next meeting for October 14 at 6:30 p.m.
