Carver Select Board Approves Edaville Holiday Licenses With Strict Parking Conditions

CARVER — November 4, 2025 — Carver Select Board unanimously approves Festival of Lights licenses for Edaville and renews cannabis host agreement. The board granted Railway Productions LLC a common victualer license, entertainment and Sunday entertainment licenses, and one-day special liquor licenses for 15 operating dates at 7 Eda Avenue, covering the period from November 28 through December 28, with conditions barring off-site parking and patron foot traffic along roadways. Carver Police Chief Dufoli said five officers will be deployed for liquor-licensed operations, with flexibility to adjust, citing the department's successful real-time adaptations during King Richard's Faire's debut season at the same site this fall. The board also approved a five-year renewal of Capeway Cannabis's host community agreement, which was expiring after its original November 2020 signing, and authorized a $125,000 grant agreement for Habitat for Humanity of Greater Plymouth for rehabilitation of 11 Green Street into a three-bedroom affordable home — a figure board member John Cotter noted brings the town's cumulative investment in the property to between $400,000 and $500,000. A proposed building permit fee schedule overhaul from Building Commissioner Rod Palmer was continued after seven blank values were found in the board's printed documents; Palmer noted the revised schedule is not effective until January 1.
