Carver Planning Board Votes to Reopen MBTA Zoning Talks, Targets Spring Town Meeting
Carver Planning Board votes to re-engage consultant on failed MBTA zoning overlay, eyes spring town meeting.
CARVER -- November 25, 2025, Carver Planning Board votes to re-engage consultant on failed MBTA zoning overlay, eyes spring town meeting. The board voted unanimously Tuesday to authorize its chair, alongside a second member to be designated later, to reopen communications with the Barrett Planning Group toward a new multifamily zoning overlay following a special town meeting defeat earlier this year. Town Counsel Attorney Amy Quessil advised the board that Carver will miss its December 31, 2025, state compliance deadline and should pursue "paper compliance", overlaying a map district of approximately 235 units at 15 units per acre onto existing developed or commercial parcels, as Duxbury and Marshfield have done. The board also voted to continue a public hearing for a 12-unit, 55-and-over townhouse project at 7 and 9 Silver Street to December 16, continued a new hearing for a 30-acre multi-component solar project on a 330-acre cranberry farm at 73 Tremont Street to January 13, and extended by one year the special permit for the Atwood Solar project at 223 Meadow Street, which had expired three days before the meeting, after counsel found "good cause" in Eversource interconnection delays running from 2021 to 2024.
