Planning Board · Meeting of September 29, 2026

Carver Planning Board approves floating solar on Golden Pond despite deforestation objections. The board voted 4-0, with Chair Alan Germain abstaining after disclosing he is being sued alongside the town of Plymouth and landowner Makepeace, to approve Golden Pond Solar 1 LLC's special permit for a floating array with a roughly $311,000 decommissioning bond. A resident identified as Catherine, representing the Community Land and Water Coalition, urged denial, saying "Carver's getting the one-two punch" from a 2019 earth-removal permit that cleared 26 acres before the solar proposal arrived, and cited a pending federal Clean Water Act suit and a same-day wetlands appeal to the state.

The board separately approved a minor modification shrinking Wareham Street Solar 2 from just under 32 acres to just over 20 acres, and opened discussion, without voting, on a police-requested bylaw regulating event parking during King Richard's Faire after member Kevin Robinson, an abutter, raised septic-damage liability concerns.
