Carver board approves solar extension, pet business, tree removals

Carver Planning Board advances five projects, adds new solar ownership rule. The board unanimously extended the Atwood Solar special permit at 223 Meadow Street to November 22, 2027, after Ironwood Renewables' Hamilton Carrier cited Eversource interconnection delays, and approved a special permit for Alyssa Day's pet-grooming business, Alyssa's Pawspot, at 300 Tremont Street. Chair Alan Germain won board approval to require any buyer or seller of a Carver solar project to appear before the board before a sale closes, folding the condition into a Meadow Solar 1 modification and pledging to apply it "to every single one of our solar projects going forward." Members pressed New Leaf Energy's team over a $463,184 decommissioning estimate for the 588-acre Golden Pond Solar floating array, insisting on a 2.5 percent cost escalator rather than 2 percent, and continued that hearing to September 29 with a 5:30 p.m. site visit.
The board also authorized removing three hazardous trees on Plymouth Street and Wenham Road, and closed a public hearing after applicant Jake Braley withdrew his duplex proposal for 0 Rochester Road.
