CARVER — The Carver School Committee voted unanimously to approve a 20-year solar energy credit agreement with Kearsarge Hardwick LLC projected to save the district and taxpayers roughly $1 million. Finance staff said the deal guarantees a 12 percent discount on electricity bills with no capital investment, pending Select Board and town meeting approval expected in December. The committee also accepted $600,482 in federal and state grants, including a $50,000 earmark for gym bleachers, and closed out a $25 million FY26 budget with a $10,334.82 turnback to the town.

Special Education Director Melissa Leary presented new state-mandated timeout and seclusion rules, saying seclusion must be "a last resort, not a means of discipline." Member Bill Cullum pushed to strike language permitting prone restraints. The committee also opened a first reading on a townwide facilities-use fee policy setting a $15-per-participant charge for Carver-based youth groups.
