Carver Planning Board Votes 4-1 Against MBTA Zoning Bylaw Before Town Meeting

CARVER — October 7, 2025 — Carver Planning Board votes 4-1 against MBTA zoning bylaw and recommends indefinite postponement at town meeting. Meeting in the cafeteria of Carver Middle High School on October 7, the board reopened a continued public hearing on the state-mandated MBTA Section 3A multifamily zoning bylaw before closing it with no substantive public comment. Chair Mary Ellen Williams, citing concerns about the map attached to the current warrant article, said "nothing has changed my mind in this matter," and the board voted 4 to 1 to recommend against the bylaw as proposed. The board then voted unanimously to recommend that Williams seek indefinite postponement of the article at town meeting, a procedural backstop in case the unfavorable recommendation alone does not prevent a floor vote. The town planner said both recommendations would be filed with the town clerk and the town meeting moderator before town meeting convenes.
