Carver Planning Board Backs Indian Street Conservation Buy, Narrows MBTA Sites to Three
CARVER — July 22, 2025 — Carver Planning Board recommends Indian Street land acquisition and narrows MBTA zoning sites to three leading candidates. The board voted 4-0 at its July 22 meeting to recommend the town exercise its Chapter 61A right of first refusal on a cranberry-bog parcel at Lot 1 on Indian Street, priced at either $300,000 or $150,000 depending on a companion-lot contingency, citing the parcel's adjacency to Buzzards Bay Coalition land and its role in the Indian Brook 2 conservation corridor. Town Planner Adam Bott then led a working session to narrow a field of more than a dozen sites for a required MBTA Communities multifamily zoning overlay, with the board reaching informal consensus on three: 30 and 32 West Street (an auto-recycling facility where Bott argued development could drive environmental cleanup), the 16.32-acre Meadowbrook parcel behind Town Hall, and the former Robie Propane site near Route 44. Property owner Constantine Paganas of Plymouth asked the board to include his approximately 29-acre parcel behind the Noria gas station in the compliance modeling; the board declined to commit. Retained consultant Judy Barrett of Barrett Planning Group is scheduled to model the top three sites when she meets with the board August 5 at the Carver Police Station, with MBTA public hearings set for September 9 and September 23 ahead of an October 7 Town Meeting.
