Carver Finance Committee Approves $168,000 in End-of-Year Reserve Fund Transfers

CARVER — June 25, 2025 — Carver Finance Committee unanimously approves $168,000 in reserve fund transfers to close out fiscal year 2025. Meeting on June 25, the committee authorized Finance Director Karen to move $110,500 to the legal department — bringing its effective FY25 budget to $250,000 against an appropriated $140,000 — with Town Administrator Glenn Cannon declining to detail the underlying investigations and lawsuits publicly. A $16,500 transfer to the Board of Health covered a DEP-mandated well remediation at 99 Main Street near the new fire station, contracted to Geological Field Services. The remaining $41,000 went to the accounting department to cover outside help from Eric Kinshaw, CPA, LLC closing out the FY24 budget, overtime for assistant accountant Larpatine, and temporary staffing during an extended treasurer's absence and payroll coordinator vacancy. Member Beth pressed why the accounting request had not come earlier in the year: the Finance Director responded that she had kept the chair informed throughout, adding, "you're a last resort for us." All three transfers will next require Select Board approval. The chairman of the North Carver Water District appeared off-agenda to warn that the district faces at least $107,000 in near-term DEP compliance costs — and potentially $2 million for a water tower — while operating under a consent order.
