Carver Select Board Approves More Than $200,000 in FY25 Year-End Budget Transfers

CARVER -- July 7, 2025, Carver Select Board approves more than $200,000 in fiscal year 2025 year-end transfers, including a disputed $114,379.52 meter pit payment. Finance Director Glenn Preval presented 14 transfers to the board Monday, all approved 4-0, closing out FY25 before a July 15 statutory deadline. The largest and most debated item brought the total cost of a shared meter pit project with the town of Middleborough to $450,752.52, with prior payments drawn almost entirely from Plymouth County ARPA funds. The legal services budget drew sharp questions: the town spent $217,382 against a $140,000 appropriation, with overruns attributed to four union negotiations, two employee contracts, internal investigations, and solar and battery storage pilot agreement work. "I just hate to find out at the end of the year we've got a $110,000 legal adjustment to make," said member John Carter, who called for monthly financial reports and quarterly budget briefings from the finance director, with the first scheduled for October. The board also issued a temporary entertainment and Sunday license through September 3 to 3SIPs Brewing Company, conditioning both on the owner returning with a permanent fencing plan for the beer garden's outdoor perimeter.
