Carver Select Board Approves King Richard's Faire Licenses With New Parking Plan Requirement

CARVER — July 1, 2025 — Carver Select Board unanimously approves King Richard's Faire licenses for its new Edaville site, but blocks opening until a professional parking plan clears all three public safety chiefs. The board worked through 20 conditions on the entertainment and one-day wine-and-malt liquor licenses covering 25 operating days between August 30 and October 19 at 7 Eda Avenue, capping on-site parking at 2,225 vehicles until a planning board-pending lot is approved and 2,675 vehicles after. Fire Chief Cannon told the board the 11-by-17 parking diagram distributed the day of the meeting "doesn't show us anything" and fell short of a professionally prepared plan with marked zones, emergency lanes, and pedestrian routes that public safety officials said they were promised at an April 21 meeting. Town Counsel Greg Corbo proposed, and the board accepted, a 20th condition stating the licenses "shall not take effect unless and until the town's public safety chiefs and the Select Board approve a professionally prepared parking plan." The board also held a joint meeting with the Planning Board on MBTA Communities Act compliance, with Corbo advising that a December 31 deadline to create a 235-unit multifamily zoning district is legally binding, that virtually all discretionary state grants are at risk of loss for non-compliance, and that a state-appointed special master is the worst-case outcome — pushing the planning board toward a special town meeting article on September 22.
