Carver Planning Board selects four sites for state-required housing zone modeling
CARVER — August 5, 2025 — Carver Planning Board narrows MBTA 3A zoning candidates to four sites for engineering review. Meeting August 5 at the Carver Police Station, the board directed the Barrett Engineering Group to model the Spring Street extension, 30-32 West Street, 312-314 Tremont Street paired with the Meadowbrook housing property, and 89A and 85 Wenham Road as potential sub-districts within a single 3A overlay district. The board must demonstrate a minimum density of 15 units per acre and a total zoned capacity of at least 235 units to satisfy state law or face loss of grants and potential court action. Consultant Judy Barrett of Barrett Engineering cautioned that no site could be confirmed compliant without running it through the state's GIS compliance model — a prior run on North Main Street parcels came in at 14.7 units per acre, just below the 15-unit floor. Board members voted unanimously to adjourn, with results from Barrett's modeling expected before their next meeting on August 12.
