Carver Planning Board Opens Fuller Street Solar Hearing, Continues It to January

CARVER — December 16, 2025 — Carver Planning Board opens solar hearing, approves Plymouth Street tree removal, and sets January site visits. The board voted unanimously at its December 16 meeting to allow removal of a one-foot-diameter tree at 170 Plymouth Street after town presenter John Woods told members that 18-wheel box trucks rounding the corner had been striking the tree, citing a Eversource police detail witness. The board also unanimously approved an approval-not-required plan combining parcels at 31 Lakeview Street for the Washburn Family Trust, represented by attorney Pat Gordon. The largest discussion centered on a new public hearing for Fuller/Stone Street Solar LLC, which is seeking a special permit to install a ground-mounted solar array with battery storage on retired cranberry bogs straddling the Carver-Middleborough town line; consultant Sarah Stearns of Beals and Thomas acknowledged that the battery storage unit's current location — within 100 feet of a protected wetland resource area — is under active renegotiation with the landowner following Conservation Commission objections. The board continued both the Fuller/Stone Street Solar hearing and the Weatherman at Silver Street townhouse application to January 27, 2026, and scheduled a Fuller Street site visit for January 9 and a 73 Tremont Street site visit for December 29. The board also received word that Mass Housing Partnership has funded a new technical assistance grant to reengage the Barrett Planning Group on Carver's MBTA Communities zoning bylaw compliance effort.
